Victorian party

So I know I swore up and down that I'd make a Natural Form dress for the garden party. I even have all the patterns! I was gonna use the TV Fantail Skirt with the new RH generic bodice and then do some fun trimmings or such....

BUT.. I was talking to madamekat about what she was making...and I was perusing some of my favorite places to look for inspiration and I found this...OMG I WANT...someone walk me out of it now...

I'm still thinking about that pink party dress...here's my question. They have it listed as for a girl, but it's got a 24" waist, and it's only 39" at the CF and they don't say if that's waist to floor or entire dress. but looking at the picture I suspect it's waist to floor. So I'm wondering in a world where girls are corseted from birth what are the odds that a teenager has a 24" waist and not like an 18" waist. And Victorian women were often very short by our standards...

What I'm really getting at here is I'm wondering if it's miss labeled. and perhaps isn't a child's dress...that's the one thing that holding me back.
